Media Statement by Ngeh Koo Ham, Member Parliament for Beruas and State Assemblyman of Sitiawan at Ayer Tawar, Perak on 5th August, 2016 (Friday).

It costs BN Government RM165,000-00 to build one housing unit under People’s Housing Programme (PPR) in Perak. Prima Facie there is an element of corrupt practice. Malaysian Anti Corruption Agency must act immediately.


If Penang Chief Minister, Lim Guan Eng’s purchase of a house using his personal fund and his agreement to rezone a piece of land in his capacity as a government official is corruption then you can find at many many times more glaring cases of corrupt practices in Perak.

Housing Urban Wellbeing and Local Government Minister, Tan Sri Noh Omar has announced that the building cost for each unit of housing under the People’s Housing Programme (PPR) that is being constructed in Seri Iskandar and Kamunting Perak is RM165,000-00 per unit. The Minister has announced that 99 units of landed property in Seri Iskandar and 260 of apartment units in Kamunting are being constructed.

The Minister or the Menteri Besasr of Perak, Dato’ Seri Zambry Bin Abdul Kadir must clarify if the said RM165,000-00 is inclusive or exclusive of the land cost. If it is inclusive of the land cost there is still prima facie an element of corrupt practice as the price is way higher than what it should be. If it is exclusive of the land cost then, the corrupt practice is on a larger scale.

The Perak Government has set low cost houses in Perak to be sold Developers at RM70,000-00 or below and medium cost houses at between 70,001 till RM140,000-00.

Noh Omar has announced that the housing unit in the above said housing schemes will be sold to the people at RM35,000-00. Such  housing units must be under the low cost or medium cost categories.

If the BN  Perak Government set the ceiling price at RM70,000-00 for the price for a low cost unit and the ceiling price at RM140,000-00 for the price for a medium cost unit, the cost for construction of such houses must be below RM70,000-00 and RM140,000-00 respectively.

So, for the BN government to build a unit of housing under the People Housing Programme at RM165,000-00 per unit, something is amiss. Prima facie there is an element of corrupt practice.

I call on the Malaysian Anti Corruption Agency to investigate the above said 2 projects immediately less more public funds are lost as 4 more PPR projects with some 2,000 units of housing are being planned in the Perak State.
